HFS to increase funding for Planned Parenthood across Illinois

SPRINGFIELD, Ill. (Chambana Today) — The Illinois Department of Healthcare and Family Services (HFS) is allocating $4 million to Medicaid family planning programming to address a funding gap caused by the Trump administration’s budget bill (HR1), which sought to defund Planned Parenthood. The move comes as Illinois stands firm in its commitment to safeguarding access to reproductive healthcare services for all its residents.

The funding will support critical health services such as contraception, sexually transmitted infection (STI) testing and treatment, and cancer screenings. In 2024, Planned Parenthood of Illinois (PPIL) provided these essential services to nearly 35,000 Illinois Medicaid customers, receiving approximately $4 million in federal Medicaid reimbursements for services provided at its clinics.

“Trump and Congressional Republicans are creating barriers for low-income Illinoisans to access essential care in their communities,” said Governor JB Pritzker. “Planned Parenthood represents a lifeline for many Illinoisans seeking essential reproductive healthcare, cancer screenings and more, and Illinois is stepping up to ensure our people continue to have access to these vital services.”

Since the reversal of Roe v. Wade, Illinois has been a refuge for individuals seeking reproductive healthcare in the Midwest. Governor Pritzker’s administration remains committed to ensuring the state upholds reproductive freedoms and access to care. “Since Roe fell, Illinois has stepped up to meet the growing need for reproductive health care across the Midwest,” said Lieutenant Governor Juliana Stratton. “As the federal government targets critical services, the need for Planned Parenthood has only grown. Our administration remains committed to safeguarding access to care and ensuring we protect reproductive freedom and women’s health.”

The defunding measure stems from a provision in Trump’s budget bill, which sought to block federal payments to entities that provide abortion services. While abortions are not funded by federal dollars and are covered under state Medicaid plans with state funds, the funding cuts still represent a significant threat to Planned Parenthood’s ability to continue providing essential care. Legal challenges are currently underway to address these cuts.

Research from the Guttmacher Institute indicates that for every public dollar spent on family planning services, there is a cost savings of $7. Timely care such as STI prevention, contraception, and cancer screenings helps improve maternal and child health outcomes, as well as stem the spread of STIs, leading to overall savings in public funds.

“This funding cements Illinois as a leader among states in ensuring that all residents have the right to make their own family planning healthcare decisions with their medical team,” said HFS Director Elizabeth M. Whitehorn. “Planned Parenthood health centers provide a range of critical healthcare services for many Illinoisans, and this funding represents our continued commitment to ensuring people can seamlessly access the reproductive care they need.”

Adrienne White-Faines, President and CEO of Planned Parenthood of Illinois (PPIL), expressed gratitude for the state’s leadership: “The Federal Administration has worked hard to reduce access for Medicaid and low-income patients to reproductive health care, including primary care exams, birth control, cancer screenings and STI testing. Thanks to Governor Pritzker, this funding ensures PPIL can continue providing essential, quality health care to people, regardless of their income level.”

Backfilling Medicaid payments for Planned Parenthood patients means that our health centers become more stable and can more securely provide preventive care — care like birth control, cancer screenings, wellness exams, STI testing & treatment. Stable access to this essential care makes a real difference in the lives of millions of Illinoisans, and we are grateful to Governor Pritzker and the Illinois Department of Healthcare and Family Services for always putting patients first.”

Planned Parenthood of Illinois operates 13 health centers across the state and has continued to serve Medicaid patients while legal challenges have proceeded. The funding will also support Planned Parenthood Great Rivers, which operates a clinic in Fairview Heights, Illinois.

The investment in reproductive healthcare also enables individuals to better manage maternal health, plan pregnancies, and improve birth outcomes. Birth equity remains a key priority of the Pritzker Administration, which recently released the Illinois Birth Equity Blueprint to address structural inequalities and improve maternal health. Planned Parenthood is a vital partner in these efforts, working to improve coordination and access to equitable healthcare.

At the close of the 2025 state fiscal year, more than 3.3 million Illinoisans were enrolled in Illinois Medical Assistance programs. Additional reproductive healthcare resources are available through HFS.
