CAMPUS SHOOTING UPDATE: Cameras and video lead to suspect arrest

CHAMPAIGN, Ill. (Chambana Today) — An Urbana man has been charged with attempted first-degree murder after police say citizen-submitted video helped solve a shooting near the University of Illinois campus earlier this month. 

Detectives arrested 18-year-old Decoven Stephens on Oct. 20 following the execution of a search warrant at his home. Police said multiple pieces of evidence were recovered, including the handgun believed to be used in the shooting, which happened around 12:30 a.m. Oct. 18 near Green and Fifth streets in Champaign. 

University of Illinois Police Detective Ryan Snow, who has served with UIPD since 2012, said citizen video was key. 

“A citizen’s dash camera actually captured the entire altercation and shooting,” Snow said. “That person not only uploaded it to social media but also shared it with us directly — and that made a big difference.” 

Investigators also reviewed footage from business cameras and a UIPD camera in the area. Snow said detectives quickly identified the suspect, obtained a warrant, and made the arrest with help from county and local law enforcement partners. 

“Every tip matters,” Snow said. “Sometimes people think what they saw isn’t important — but what might not seem like much to you could be exactly what we need.” 

Police encourage anyone with information or footage of crimes to use the Axon Evidence Portal, an online tool where citizens can upload videos, images, or tips directly to police. Users can submit their phone number or an email address — even an anonymous one — to receive a secure upload link. Personal information fields are optional. 

For those who prefer to remain completely anonymous, Champaign County Crime Stoppers offers another option. People can submit tips at champaigncountycrimestoppers.org and may qualify for a cash reward if their information leads to an arrest. 

“I send a thank-you email for every tip we get,” Snow added. “It’s important to me that people know we appreciate their help — this is a partnership. Public safety is something we build together.” 

Police recovered shell casings at the scene that will undergo further testing. Stephens remains in custody following his arraignment. The victim, who underwent surgery after the shooting, continues to recover. 

Snow reminded the public that if they ever wonder whether to call 9-1-1, they should make the call. 

“If it’s safe to record something happening, do it,” he said. “And if you’re debating whether it’s an emergency, let dispatchers triage it — that’s their job.”
