In November of 2001 the National Weather Service updated its wind chill chart. With worked with Canadian weather officials and scientists to create a chart that reflected the affect on human skin. The full story of the old and new charts can be found here.
In a nutshell, a windchill of -44 below today was registered as -60 prior to November of 2001. More info here.
