Jean Davis owes more to the Port Authority of New York and New Jersey more unpaid tolls and fees than any other individual in New York and New Jersey, but it's not totally her fault. The Port Authority is ramping up toll collection enforcement efforts, nabbing five toll-avoiders on the George Washington Bridge Friday and releasing its "Wall of Shame," which lists the names of individuals and organizations that owe the most in unpaid tolls and fees. Davis, who now owes $102,141 in fines for $21,365 in unpaid tolls, was actually 12th on the list, which was topped by trucking and rental companies. Her son, 52 year-old Peter Davis, is reportedly taking the blame, saying he would borrow her car and drive across the George Washington Bridge to buy drugs in New York. Peter says, "When you're addicted like that you don’t think of the consequences."
